Port Acres residents still frustrated with drainage, even if they have flood insurance

James Lynch has lived in Port Acres for 54 years.
He loves his home off Highway 365, but doesn't know what to do about the constant flooding risks.
Lynch had three feet in his home during Harvey, but got another 3 inches during a heavy rain a few weeks back.
He made claims on his flood insurance for both, but isn't so sure his insurance will keep him if he makes another.
Lynch doesn't blame the city or the county, but says something definitely needs to change to handle all this rain.
