LBB report critical of BISD in a number of areas
BEAUMONT - KFDM News has obtained a copy of a Legislative Budget Board Performance Review Audit of the Beaumont ISD that's critical of the district in a number of areas, including what the report describes as a "divisive atmosphere of distrust" among board members.
The audit is separate from a Texas Education Agency investigation into claims of cheating in BISD and other matters. That investigation is ongoing.
The audit offers several recommendations for improving communication among board members and creating a better operating structure.
The LBB audit says review team interviews with the seven board members indicate the board is divided into three distinct groups, with clear divisions along racial lines. According to the report, board members' comments indicate the division appears to be the catalyst for the absence of trust and personal animosity between the groups. It states that not all board members operate within their roles and responsibilities of goal-setting, policy-making and evaluation.
The review states that a division of responsibility for instructional and non-instructional functions compromises the efficient and effective management of district operations.
The report cites the Financial Services Department for not having adequate procedures and practices in place to ensure that the district is managing all of its financial resources appropriately.
According to the review, the district lacks a formalized process to determine the impact various payroll cost drivers have on the immediate and future budget for the district.
It examines staffing guidelines and concludes the district hasn't established such guidelines in several areas, resulting in an inefficient use of resources in safety and security, transportation, maintenance and technology.
The LBB review team identified what it describes as several noteworthy accomplishments during its onsite visit, including district achievement recognition, graduation rates, career and technical education, food service fund balance and bond insurance.
