TEA letter confirms agency investigating complaints against Beaumont ISD

BEAUMONT - The Texas Education Agency has sent a letter to the Beaumont Independent School District confirming complaints against the district have prompted the agency to launch a Special Accreditation Investigation covering the administration of statewide assessment, the Special Education program, student attendance accounting and financial accounting contracts and purchasing.

Friday afternoon the TEA sent a letter to all of the board members and the superintendent, Dr. Timothy Chargois, informing them of the investigation.

In its letter, the agency says the Special Accreditation Investigation will include an on-site component, based on the need to answer questions in response to claims concerning:

*a program, including special education, required by federal law or for which the district receives federal funds

*civil rights or other requirements imposed on the state by federal law or court order

*financial accounting practices and state and federal program requirements

*a possible violation of an assessment instrument security procedure established under TEC 39.0301, including for the purpose of investigating or auditing a school district under that section

According to the Texas Education Agency, the nature and scope of the investigative audit will include, but is not limited to, a review of financial and student attendance records, a review of test administration procedures, investigation and incident reports, and interview statements.

The Legislative Budget Board review is ongoing, according to the TEA, and the scope of the TEA investigation may change based on the outcome of the LBB review.

The Texas Education Agency letter indicates the investigation might require the independent monitoring of local administration of student assessments during the summer testing period.



Following an in depth, detailed review of the entire operations of the Beaumont Independent School District by the Texas Legislative Review Budget Board and several other investigations over the last few years, leaders at BISD are gearing up energies to deal with one more investigation.

Today, the Texas Education Agency announced it is launching a special accreditation investigation into several areas of operations at BISD.

Superintendent Timothy B. Chargois, just completing his first nine months at the helm of operations at BISD, was informed today that TEA’s newest investigation will cover four key areas: financial accounting of contracts and purchasing, student attendance accounting, administration of statewide assessment and the district’s special education program. This new investigation apparently stems from something reported to TEA last August.

"BISD will cooperate fully with the TEA investigators. The fact of the matter is that our school district has and will continue to operate in a fiscally sound and professionally upstanding manner that keeps the well-being of our children the main priority. I want to encourage our employees, parents, students and the community at large to persevere with us as they have in the past. Such a process can be burdensome, however, it is something we must endure, and we will gladly provide TEA everything it needs to complete their work. In the meantime, we are continuously working to improve our operations on every front, including Board training, instituting technology for tracking and improving processes, and a variety of academic programs to facilitate improved student achievement," said Chargois.

While all other investigations at BISD have been satisfactorily completed, district officials are expecting a full report of the LBB review of the district’s operations before the new school year starts in August. District leaders are hopeful that the TEA process will be completed by then, too.
