$2B water plan on the minds of Texas voters

AUSTIN, Texas (AP) -- Voters are still trickling into polling places across Texas and deciding on a proposed $2 billion state water plan and local ballot measures.

Stelena Evans is an election judge in Houston. She says turnout is slow but steady at her polling location and hasn't seen voters encounter problems under the state's new photo ID law.
