Tropical Storm Harvey caused massive drainage problems, and even now, nearly a year later, many say drainage is much worse even during moderate rainstorms.
More than $10 billion in federal funds are available to reduce flooding.
Phelan, who served nine years on the LNVA board, says the agency has the technology and tools to help with drainage in Southeast Texas.
